QINGDAO — At around 3 pm on October 15, 2026, the first aircraft awaiting passenger-to-freighter (P2F) conversion for US-based Mammoth Freighters in Asia arrived at Qingdao Jiaodong International Airport. This marks that Asia's first Boeing 777-200LR P2F conversion line has entered substantive operation, and that Qingdao's aviation maintenance industry has taken a key step into the high-end conversion of large widebody aircraft.

Global layout lands in Qingdao, building Asia-Pacific's only conversion base

Promoted jointly by the Administrative Committee of the Qingdao Jiaodong Airport Economic Demonstration Zone and Qingdao Airport Group, Mammoth Freighters earlier reached a strategic cooperation agreement with Shandong Taikoo Aircraft Engineering Co Ltd (STAECO) and built Asia's first Boeing 777-200LR widebody passenger-to-freighter conversion line at Qingdao Jiaodong International Airport. This marks that Qingdao has officially become a key part of Mammoth's global production capacity layout and the world's third and the Asia-Pacific's only core Boeing 777 conversion hub.

In April this year, Mammoth Freighters' Boeing 777-200LRMF P2F conversion solution received a Supplemental Type Certificate (STC) from the US Federal Aviation Administration (FAA), becoming the world's first officially approved 777-200LR conversion solution. The implementation of the project is coordinated by the Administrative Committee of the Qingdao Jiaodong Airport Economic Demonstration Zone and jointly advanced by Qingdao Airport Group and STAECO. It not only expands the business scope of Qingdao's aviation maintenance industry but also further integrates Qingdao into the global widebody freighter conversion industrial chain. It is a milestone in the development of the aviation maintenance industry in Shandong and across China, providing solid support for Qingdao to accelerate its building of an international shipping center. It is of important strategic significance for the province to cultivate new quality productive forces in aviation and shape new advantages in an open economy.

About 200 days of conversion, expanding new options for air cargo

The aircraft entered China under the customs supervision mode for "goods for repair." After review by Qingdao Jiaodong Airport Customs, it was released against a guarantee. It will undergo conversion in the Shandong Airlines hangar at Qingdao Airport, with the process expected to take about 200 days. The conversion involves specialized and complex work such as airframe structural reinforcement, cargo door cutting and fire protection system reconfiguration. After completion, the aircraft will enter commercial operation as a Boeing 777-200LRMF freighter.

At present, global air cargo capacity is accelerating its upgrading, and demand for widebody freighter conversions is being unleashed. Compared with buying factory-new freighters, P2F conversion can use existing aircraft resources and has clear advantages in reducing asset investment, shortening delivery cycles and supplementing cargo capacity. It has become the most economical and efficient path for global air cargo carriers to optimize fleet structure and supplement capacity. In response to stronger demand from Chinese customers for the B777-300ERMF, Mammoth Freighters will also apply to the Civil Aviation Administration of China (CAAC) for supplemental type certification after obtaining FAA certification. The landing of the project in Qingdao makes Qingdao the first city in China with localized widebody freighter conversion capability, while providing new capacity options for domestic and international air cargo carriers.

From aircraft conversion to industrial clustering, extending airport economy chain

In December 2025, the General Office of the Shandong Provincial People's Government issued the Three-Year Action Plan for the High-Quality Development of Shandong's Aviation Maintenance Industry (2026-2028), designating Qingdao as one of the full-chain aviation maintenance industry bases. In August 2026, the Ministry of Commerce and nine other departments jointly issued the Opinions on Promoting the High-Quality Development of Aviation Bonded Maintenance, proposing measures such as increasing support for aviation bonded maintenance.

The landing of the Boeing 777 P2F project is an important practice for Qingdao to implement its aviation maintenance industry development plan and expand high-value-added businesses. The project will effectively fill a technological gap in China's aviation maintenance industry, drive the aviation industry to extend from traditional maintenance services to "conversion + delivery + operational support," help domestic and international cargo airlines accelerate fleet expansion, and drive the coordinated development of related businesses such as regional aviation maintenance, parts supply and aviation logistics, creating conditions for the clustering of related resources, supporting enterprises and professional talent. According to the plan, Mammoth Freighters will deploy two production lines in Qingdao. The first has now officially begun operation, and the second is expected to be completed and put into use in 2027. As subsequent production lines are built and capacity is released, Qingdao's aviation maintenance industry is expected to enhance its capability to convert more aircraft types and further extend the industrial chain.

Since Qingdao Jiaodong International Airport was relocated five years ago, the aviation industry in Qingdao's airport economic zone has gained clustering momentum. A total of 89 major projects, including COSCO Shipping Air Transport and China Post, have been launched. The foreign trade volume of the airport comprehensive bonded zone has grown at an average annual rate of 78 percent, and an aviation industry represented by air transport, aviation maintenance and aviation training has begun to take shape.

Next, Qingdao Airport Group will leverage the airport's facility resources and comprehensive support capabilities to deeply integrate into the global aviation maintenance industry, help build an aviation maintenance industry highland serving the Asia-Pacific and radiating globally, actively promote the coordinated development of aviation maintenance, aviation logistics and the airport economy, and inject new momentum into the high-quality development of the full-chain aviation industry.
